CS-CM tussle in AP gets murkier

It is a well-known fact that you shouldn’t mess with government officials. Especially with IAS officers. However, politicians end up favouring a few and disliking few during their term. One such IAS officer who was never in the good books of AP Chief Minister N. Chandrababu Naidu is L.V. Subrahmanyam, the current Chief Secretary of Andhra Pradesh. Chandrababu has been against the appointment of Subrahmanyam for being one of the accused in Jagan’s disproportionate assets case.

Ever since, the tussle between the CM and the CS has gotten worse. Now, the Chief Secretary is getting back at the Chief Minister as he has ordered a probe in the alleged irregularities in the comprehensive finance management system (CFMS). The CFMS was developed by the government and used as a platform to ensure transparency in bill payments and clear bills. However, under Chandrababu, a technocrat was appointed to clear the bills for faster execution to avoid delays.

As per the rules, only the finance secretary has the power to clear the bills. But, the government appointed a CEO for CFMS to ensure there are no delays. A PIL has been filed by a social activist for alleged misuse of funds in CFMS, stating that the bills of contractors were clear without following rules. A complaint has also been submitted to the Governor by the social activist.

However, TDP senior leader and finance minister Yanamala Ramakrishnudu said that the Chief Secretary has no such power because he is appointed as the interim CS. “He is exceeding his jurisdiction. He is poking his nose into budgetary allocations cleared by the Cabinet,” he opined.
