
US Director of National Intelligence Tulsi Gabbard has released newly declassified intelligence, claiming it provides evidence of long-standing US government funding for more than 120 biological laboratories across over 30 countries, including Ukraine.
The disclosure comes as President Donald Trump’s administration moves to tighten restrictions on federal support for gain-of-function research and strengthen oversight of overseas biological programs. Announcing the release on X, Gabbard said the documents contain “never-before-seen intelligence” supporting Trump’s executive order aimed at ending taxpayer-funded gain-of-function research abroad.
“Today, I’m releasing never-before-seen intelligence revealing new evidence of past US government funding for more than 120 biolabs in over 30 countries, including Ukraine,” Gabbard wrote on X.
According to the Office of the Director of National Intelligence (ODNI), the declassified material indicates that several US-funded laboratories operate in multiple countries, including Ukraine, where the ongoing conflict with Russia has raised concerns about the safety and security of biological facilities.
The ODNI noted that intelligence agencies had previously warned that a US-funded laboratory in Ukraine could be housing dangerous pathogens and may be vulnerable to risks such as attacks, seizure, or accidental damage. However, the agency did not disclose the identities of all facilities or specify the pathogens involved.
In her statement, Gabbard accused previous administrations and public health authorities of failing to fully disclose information about the existence and funding of such laboratories to the American public.
She further alleged that political leaders, health officials, and members of the Biden administration’s national security team had dismissed or discredited those who raised concerns about US-funded overseas bio labs. She also criticized former officials, including Dr. Anthony Fauci, claiming that the public had been misled regarding the scope of these programs.
The ODNI stated that some of the laboratories have been involved in research on highly contagious and potentially dangerous pathogens. In certain cases, this may include gain-of-function research, which involves modifying pathogens to study how diseases may evolve or spread.
The research remains controversial, with supporters arguing it is essential for pandemic preparedness, while critics warn it could pose severe global risks if containment fails.
Gabbard reiterated that such research carries “catastrophic global risks” and accused past administrations of withholding key information from the public.
The development follows Trump’s Executive Order 14292, signed on May 25, 2025, which seeks to halt federal funding for overseas gain-of-function research.
Gabbard said the administration aims to improve transparency and strengthen oversight of biological research programs. The ODNI has also directed intelligence agencies to expand monitoring of overseas laboratories and their activities.
Officials said ongoing analysis will focus on identifying lab locations, types of pathogens handled, and the nature of ongoing research, citing ethical, financial, and national security concerns.
The declassified documents are expected to intensify an already ongoing global debate on biological research safety, government accountability, and pandemic preparedness in the post-COVID era.
